How to Set Up a Company in RAKEZ

RAKEZ (Ras Al Khaimah Economic Zone) is the government-run economic zone of Ras Al Khaimah, the northernmost emirate, about an hour's drive from Dubai. It was created in 2017 by merging the RAK Free Trade Zone and the RAK Investment Authority into a single authority, and it has grown into one of the largest economic zones in the region: more than 50,000 free zone and non-free zone companies across over 50 sectors operate under it.

Those parks are the point. RAKEZ is not one office tower with a license counter; it spans business zones at Al Nakheel and Al Hamra for SMEs, service companies and freelancers, industrial zones at Al Hamra, Al Ghail and Al Hulaila for manufacturing and warehousing, and an Academic Zone for education businesses. That footprint shapes the zone identity: it serves the solo consultant at flexi-desk prices, and it serves the trading company that needs 500 square metres of racked storage, under the same authority.

That combination is RAKEZ real position in the market: an affordable northern emirate zone that scales from a service license to physical industrial operations. Cheaper licenses exist elsewhere; the difference is that RAKEZ also rents warehouses and industrial facilities under the same authority.

Package tables answer what does it cost; scenarios answer what will it cost me. Three verified profiles, at 2026 prices, with RAKEZ standard visa charges (AED 4,620 for an investor visa, excluding VAT) applying only on the à la carte Biz Starter route, never on top of the all-in SME bundle:

• Freelancer or solo consultant, no relocation: the official Biz Starter at AED 6,000, which RAKEZ pitches at UAE-based entrepreneurs, covers legal existence, invoicing and coworking access. No visa stack, so the headline is close to the real first-year cost; get the renewal figure in writing.
• Solo founder relocating: the official SME Business Setup at AED 14,000 all-in, residence visa included with no hidden costs per RAKEZ's own description. The all-in figure is the figure, which is rarer than it sounds in this market.
• Startup or team with partners: the SME package plus AED 4,000 per additional visa (up to 3): around AED 18,000 for two visas and AED 22,000 for three, with 20% off dependent visas. Trading and industrial businesses holding stock add the warehouse line on top, quoted per unit.

Which extra lines apply depends on which route you take. The SME package is a genuine all-in bundle: RAKEZ's own page describes it as covering everything from the trade license to the residence visa with no hidden costs, so the visa-side items are inside the AED 14,000, and the official premium upgrade at AED 2,500 (VIP visa support, banking assistance, corporate tax registration and filing) is the one optional add-on worth knowing. The à la carte route (Biz Starter plus a visa added separately) carries the visa stack itself: RAKEZ standard charge for a new investor visa is AED 4,620 excluding VAT (AED 3,800 for an employee), plus AED 985 if the applicant is already in the UAE, with health insurance extra. Both routes share the situational lines: the facility upgrade once you outgrow the bundled coworking (through to the warehouse rents discussed below), document attestation when counterparties require it, license amendments for added activities or name changes, and agent fees if a setup consultant handles the process, always to be quoted separately from the RAKEZ tariff itself. None of these are surprises if the quote is itemised, which is exactly why the request should always be for the written, line-by-line total at your configuration, renewal included.

Four honest levers, no tricks:

• Buy the package your real needs justify, not the one with headroom you may never use; RAKEZ structure makes upgrading later straightforward.
• License only the activities you actually operate; every addition is a cost line, and up to 10 fit on the standard tiers anyway.
• Plan the visa count for the next 12 months, not the dream org chart; additional SME visas are AED 4,000 each, and à la carte visas carry RAKEZ standard charges (AED 4,620 for an investor visa).
• Price the renewal before signing: the same renewal price is officially guaranteed on the SME package, so the year-two number is knowable in advance; have it stated in the written quote whichever package you take.

Three profiles get the most out of RAKEZ. Budget-conscious service founders: consultants, freelancers moving to a company structure, and online businesses that want a low, predictable entry cost and do not need a Dubai address. Traders holding stock: import-export businesses that need genuine warehousing, with Saqr Port next to the Al Hulaila industrial zone. Industrial and manufacturing businesses: the profile most free zones cannot serve at all, for whom RAKEZ industrial land and purpose-built facilities are the product, not an add-on.

It is a weaker fit if the Dubai address does commercial work for you (clients, banking conversations, prestige), or if your business will never need more than a desk and the absolute lowest license price is the only criterion; RAKEZ is affordable, but it is not the cheapest line on the UAE spreadsheet, and it does not try to be.

RAKEZ lists ten license types, including educational, e-commerce, media and professional licenses; the core ones tell you what kind of zone this is:

• Commercial license: buying and selling goods, the trading workhorse.
• Service license: consultancies, IT, marketing, management and professional services.
• Industrial license: manufacturing, importing, packaging and exporting products, with the RAKEZ industrial zones (Al Hamra, Al Ghail and Al Hulaila) built for this activity.
• General trading license: broad multi-category trading for businesses moving diverse goods.

For a free zone company, RAKEZ offers three structures (it also licenses non-free zone entities), and the choice is set by your shareholding, not by preference:

• FZE (Free Zone Establishment): a single shareholder, individual or corporate. The default for solo founders.
• FZC (Free Zone Company): multiple shareholders, the structure behind the multi-shareholder packages (official packages accommodate up to 50 shareholders).
• Branch: an extension of an existing UAE or foreign company, with no separate legal personality, for companies expanding into RAK rather than founding something new.

The practical advice: match the structure to the real cap table on day one. Converting an FZE to an FZC later is possible but is its own process; if a co-founder is likely within the year, price the FZC package from the start.

One structure that does not belong in this list: the RAK ICC offshore company. RAK ICC is Ras Al Khaimah's international corporate registry, a different product entirely: its classic company is used for holding assets and international ventures. RAK ICC has since added a Global Product free zone company whose employee visas run through RAKEZ, so check which RAK ICC product a quote refers to. • 100% foreign ownership at every tier, with full repatriation of profits and capital.
• No personal income tax on what you pay yourself.
• Free zone corporate tax treatment: qualifying income can benefit from the 0% rate under the Qualifying Free Zone Person regime, with the standard 9% otherwise; our UAE free zone corporate tax guide covers what qualifies. The free zone areas of the Al Hamra, Al Ghail and Al Hulaila industrial zones are also on the official list of Designated Zones (Cabinet Decision No. 59 of 2017), and for corporate tax, distributing goods in or from a Designated Zone is one of the qualifying activities, subject to the regime conditions.
• Visa capacity that scales: the SME package includes 1 residence visa with up to 3 additional at AED 4,000 each (4 in total), dependents at 20% off; visas added à la carte on the Biz Starter route carry RAKEZ standard charges of AED 4,620 for an investor (excluding VAT) and AED 3,800 for an employee, and larger quotas follow facility upgrades.

On banking, the honest paragraph: RAKEZ companies bank with UAE banks and the fintech providers, and RAKEZ runs its own bank account opening service, which assesses the file, recommends a suitable bank and promises money back if the account opening is unsuccessful. As with every affordable zone, some banks still look harder at the file than they would for a premium Dubai address, so have the banking conversation in parallel with the license application, with a clean business plan and source-of-funds story ready. One practical nuance: a bare flexi-desk registration can draw extra questions during bank onboarding, so if banking is critical, weigh whether your workspace tier matches the substance your bank will expect to see.

This section is where RAKEZ separates from most zones at its price point.

The ladder starts where every free zone starts: flexi-desk and coworking entitlements bundled into entry packages, satisfying the workspace requirement for small visa quotas, then serviced and standard offices as headcount grows. Most zones stop there. RAKEZ continues: warehouses in the industrial zones (rents are quoted per unit and are not published on the RAKEZ warehouse page), purpose-built industrial facilities, and industrial land for businesses building their own plant, spread across the Al Hamra, Al Ghail and Al Hulaila industrial zones, with Al Hulaila close to Saqr Port and Al Ghail close to Etihad Rail.

The practical consequence for a growing business is continuity: a trading company can start on a flexi-desk, add its first warehouse when stock justifies it, and scale to a built facility, all without changing authority, re-licensing in a new zone, or renegotiating its banking. Facility pricing is configuration-specific: treat the workspace line as its own quote and confirm current rates with RAKEZ.

Within the affordable tier, RAKEZ entry price sits close to the other northern emirate zones, slightly above the very cheapest licenses, and its edge is not the price line but what sits behind it: the industrial and warehousing depth that few similarly priced zones offer. Five failure modes come up repeatedly with RAKEZ setups, and they are all avoidable:

• Budgeting the headline, not your route. The AED 6,000 Biz Starter is a no-visa package. A solo founder relocating should budget the AED 14,000 all-in SME package (visa included), not the AED 6,000 headline, and anyone adding a visa à la carte should count the RAKEZ standard charge of AED 4,620 for an investor visa, excluding VAT (AED 3,800 for an employee).
• Choosing FZE when the cap table says FZC. If a co-founder is realistically coming, incorporating solo and converting later costs more than starting with the right structure.
• Confusing RAKEZ with RAK ICC. One is an operating free zone with visas and facilities; the other is a corporate registry whose classic company is used for holding assets and international ventures. Mixing them up leads to buying the wrong product entirely.
• Ignoring the industrial ladder. Traders who pick a desk-only zone for a slightly lower price, then need a warehouse in year two, end up re-licensing elsewhere; if stock is in the plan, the facility depth is worth more than the entry-price difference.
